Saltmarsh is a small fishing town of around 2000 population total (from town, the surroundings and part-time residents) nestled in the southernmost part of Keoland along the coast of the Javan bay. It resists modernisation, preferring instead to carry on traditional fishery and trade activities although there has been a recent push to modernise and expand, causing tensions in the town. It is like a small south-coast English fishing town of the 14th Century.
The residents of Saltmarsh are predominantly human. The largest non-human faction is a mining group of two hundred dwarves under the management of Mannistrad Copperlocks. Saltmarsh is governed by a council of Five, taken from various business leaders and local law enforcement.
Saltmarsh people have many religions but principally pay homage to Procan or Obad-Hai.
Main enemies or risks to Saltmarsh are from raids from Sea Prince vessels and independent pirates or from attacks from the Lizardfolk of the Hool marshes if Saltmarsh travellers stray too close to their territory.
The Hool Marshes is the name given to a large swamp separating the Kingdom of Keoland from the Hold of the Sea Princes. Keoland claims the marshes north of the Javan River, as well as a portion surrounding Westkeep, although the marshes have proven to be difficult for Keoland residents to settle due to the large population of Lizardfolk and the presence of smugglers and cults looking to stay hidden.
Lizardfolk and bullywugs both inhabit the Hool Marshes with clashes among the races as well as infighting among their tribes. It is also rumored that several cults and fringe groups escaping Sea Prince persecution make their homes here.
Keoish forces, including the Black Rangers, constantly patrol the northern edges of the Hool Marshes in an effort to keep the kingdom free from incursions by the swamp's unwelcome residents. The Lizardfolk have been known to range outside of the marshes and raid travellers or Saltmarsh farms, leading to the people of Saltmarsh keeping a standing militia and some basic fortifications.
Travel through the swamp is tricky for the uninitiated. It is easy to break an ankle or be ambushed among the tall grasses, undulating terrain and hidden streams running through the marshy ground.
Seaton is a fortified military port and fishing town found on the southern coast of Keoland. It is the provincial capital of the area. Historically a major fishing town and bustling seaport, Seaton today is a drab and heavily garrisoned fortress with one eye on industry and another on militarism.
Seaton was originally a fishing and civilian port town, which saw success as a regional shipping port. The city's population is was nearly twice as large that of the nearby town of Saltmarsh, at around 4000.
Some years ago, Seaton was razed in an attack by pirates and slavers. Approximately one thousand refugees left for the nearby town of Saltmarsh, beginning a period of significant growth for the small fishing town. King Kimbertos Skotti of Keoland responded to the raid by turning his attentions south, to deal with the threat posed by the Sea Princes. The Keoish admiralty chose to establish a significant naval garrison at Seaton, fortifying the port with ships, infantry, and cavalry to serve as the region's primary seafaring military outpost.
The city is Governed by Governor (now Earl) Marcus Alfrey, who has a grand mansion house at the centre of town.
In the Javan bay close to where the bay gives way to the Azure sea there is a large undersea kingdom of Sea Elves sitting undisturbed by the Keoland ports.
The territory is wide with the capital and a large portion of it's surrounding lands protected my a magicial force shield that keeps various tribes of Koalinth (and other underwater adversaries) at bay.
Ruled by Queen Lauveliss Seholi, Mannan is an insular society that practises protectionism despite the more liberal views of the Queen herself. The crown only forms one arm of the governance of the kingdom with great political influence being weilded by the military (under Grandmaster Hevhiss Anang) and the priesthood (lead by the Ecclesiarch Vaastra Wavewhisper).
Once every 100 years, the priesthood demands that the firstborn member of the royal who is on the throne must be given to serve at the Temple of the Trident. It is throgh the innate magic of the royal bloodline that the priesthood claim to maintain their barrier around the kingdom. This barrier is weakening and the populace grows worried, formenting political unrest in the kingdom.
Sea Elves can be found attacking Keoland and Sea Prince vessels that they see raiding their fish, whale and Octopus stocks or attempting to reach the kingdom itself. Such raids are bloody, with no survivors typically left to tell of Mannan's location.
On the cliffside close to Saltmarsh lies a two-story, dilapidated house that used to belong to an Alchemist. The Alchemist died with no heirs in Saltmarsh and so the house fell into disrepair.
In recent years there have been reports of ghostly goings on at the mansion, leading to travellers avoiding the house as a stopping point.
In truth, the house is haunted by the ghost of the Alchemist but the reports were not down to that, they were down to the smuggling operation working out of the cove underneath the house deliberately pitting people off investigating the house so they could operate with impunity.
The player characters soon put a stop to that, ousting the smugglers, breaking their ring and stealing their ship, the Sea Ghost.
